These Terms and Conditions (“Terms”) govern your access to and use of the Tallinn Mechanism Platform (the “Platform”), operated by the Tallinn Mechanism Project Office (TMPO, may be also in use as 'we').
By accessing or using the Platform, you agree to be bound by these Terms. If you do not agree, please refrain from using the Platform.
1. About the Platform
The Tallinn Mechanism Platform is part of the Tallinn Mechanism initiative. It provides a digital environment for:
- presenting verified profiles of Ukrainian and international companies involved in cybersecurity and related fields;
- publishing donor-endorsed tenders and collaboration opportunities;
- sharing success stories, lessons learned, and institutional updates.
The Platform operates for informational and coordination purposes only. It does not conduct procurement procedures, guarantee project participation, or act as an intermediary between users and donors.

3. Eligibility and Registration
3.1 Eligibility
The Platform is intended for institutional and professional use. By registering a company profile, you confirm that you are authorized to represent the organisation and that all information provided is accurate, complete, and up to date.
Platform is only available to persons of the age of 18 years or older. Please note that accounts can only be created by users who meet the age requirement.
3.2 Corporate Emails Only
Registration and communication through public email services are not permitted.
3.3 Verification and Approval
All submitted company registrations are reviewed by TMPO. TMPO reserves the right to approve or reject applications at its sole discretion and without obligation to provide reasons. Only approved and verified companies appear in the public directory.
3.4 Shared Access
Approved company profiles may include multiple authorized representatives. Each representative receives individual credentials and is responsible for safeguarding their login information.
3.5 Account Security
You are responsible for maintaining the confidentiality of your account credentials and for all activities conducted under your account. You must ensure that all account credentials and equivalent information necessary to access are kept confidential and used in a secure manner that is not accessible to third parties.
In case of unauthorized access or suspected compromise, please notify TMPO immediately at info@tmpo.com.ua.
3.6 Data processing in connection with registration
By creating an account, you acknowledge that your personal data will be processed for contract performance (GDPR Art. 6(1)(b)). Processing may also have one or more of the purposes described in the Privacy Policy.
4. Acceptable Use
You agree to use the Platform only for lawful purposes and in a manner that does not infringe the rights of others or impair its operation. You must not:
- upload false, misleading, or defamatory information;
- impersonate any person or entity;
- attempt to gain unauthorized access to the Platform, its data, or other users’ accounts;
- use automated tools (bots, scrapers, etc.) without permission;
- upload harmful code or content that could compromise security;
- develop or use any third-party applications that interact with the Platform without our prior written consent.
TMPO reserves the right to suspend or remove any account or content that violates these Terms or applicable law.
5. Intellectual Property and licence
Using the Platform be aware that:
- All materials published on the Platform, including design, structure, graphics, and content, are owned or licensed by TMPO or its institutional partners or users, unless otherwise stated.
- You may not reproduce, distribute, or modify any part of the Platform documents and contents without prior written permission from TMPO. Where third-party materials or trademarks appear, their respective owners retain all rights.
Registered company representatives may upload or submit information (e.g. descriptions, services, certifications). By doing so, you:
- grant TMPO a a worldwide, non-exclusive, royalty-free license to display, reproduce, publish and use this information on the Platform for its intended purposes, including the operation and promotion of the Platform (e.g. presentations, reports, or public communications about the Platform);
- confirm that you have the right to provide such information (photographs, data, texts etc) and that it does not infringe any third-party rights.
TMPO does not verify the accuracy of company-provided information beyond basic checks and is not liable for any errors, omissions, or misrepresentations in user-submitted content.
Users must ensure that submitted information is accurate, up to date, and lawful. You are solely responsible for the content you submit.
6. Disclaimer and Limitation of Liability
The Platform is provided “as is” and “as available”.
TMPO makes reasonable efforts to maintain accurate and up-to-date information but does not guarantee:
- uninterrupted access,
- error-free operation,
- completeness of information published.
TMPO shall not be held responsible for any direct or indirect loss, damage, or other consequences resulting from:
- reliance on Platform information;
- use or inability to use the Platform;
- actions of third parties or external websites linked from the Platform.
Links to external websites are provided for informational purposes only and do not imply endorsement.
If a user chooses to share information (for example, content that includes other people’s personal data or copyrighted material), they do so at their own discretion and responsibility.
7. Data Protection
The processing of personal data on the Platform is governed by the Privacy Policy.
By using the Platform or submitting any personal or organizational data, you acknowledge that you have read and agree to that Policy.
The user confirms that, when uploading or sharing information about other people, they have obtained the necessary consent or have another valid legal basis to do so.
8. Changes to the Platform and Terms
TMPO may modify, update, or discontinue parts of the Platform at any time. We may also update these Terms to reflect technical, legal, or operational changes. If we proposes changes to these Terms, we will post the revised Terms on the Platform and update the date of Terms. We will notify you of the changes by sending the relevant notification to your email.
9. Governing Law
These Terms are governed by and interpreted in accordance with the laws of Ukraine.
Any disputes arising from the use of the Platform shall be subject to the exclusive jurisdiction of the competent courts of Ukraine.

You may request account deletion by contacting info@tmpo.com.ua. Upon deletion, your data will be removed or anonymized according to the Privacy Policy.
