Frequently asked questions about the Tallinn Mechanism Platform, including company registration, verification, security, tenders, and participation.
The Tallinn Mechanism is an international initiative launched in 2023 to coordinate and systematize cybersecurity assistance to Ukraine. It brings together member states, international organizations, and Ukrainian institutions to strengthen Ukraine’s cybersecurity, develop cyber expertise, and build long-term institutional capacity. This collaboration helps donors provide more targeted and efficient support to Tallinn Mechanism recipients - Ukraine’s central and local authorities, as well as state-owned critical infrastructure operators. The Tallinn Mechanism aims to coordinate international efforts to strengthen Ukraine’s civilian cybersecurity capacity and resilience through a structured, long-term framework. Its objectives are organized across three complementary Lines of Effort:
The Platform is your main entry point to join and stay involved in the Tallinn Mechanism ecosystem.
The Tallinn Mechanism focuses exclusively on civilian cybersecurity and public-private cooperation related to civil infrastructure and services. However, we recognise that all partners ultimately contribute to strengthening Ukraine’s overall cyber resilience. We maintain close coordination with the relevant Ukrainian authorities and defence-related ecosystem partners, so if your organisation believes it can provide meaningful support, please contact us at info@tmpo.com.ua - we will help direct your proposal through the appropriate channels.
The verification process is carried out by the TMPO team in close coordination with donors and relevant Ukrainian authorities to ensure that all registered companies meet the integrity standards of the Platform. This includes confirming the accuracy of submitted information and verifying the absence of compromising affiliations, sanctions-related exposure, or other integrity risks. The verification process typically takes not less than 15 business days. What to expect:
For security reasons, detailed information about specific recipient needs and projects is not publicly available, as it may contain sensitive or operational data. Tenders List already reflects donor-endorsed opportunities originating from the TM Catalog - these are verified, civilian-focused projects approved for publication within the Tallinn Mechanism framework. To learn more about how the Catalog functions and how projects are selected, please visit the Projects page.
Short answer: We share TM-related opportunities for information purposes. The Platform does not register companies for tenders, fill forms, or influence donor procurement - but it helps you stay informed and better prepared. What we do:
There are no preferences or advantages of any kind - donors and implementing partners manage procurement independently, following their own rules and eligibility criteria. The Platform does not take part in these processes but helps companies build visibility, readiness, and competitiveness within the international cybersecurity community.
