The Norwegian Agency for Development Cooperation (Norad) and the Estonian Centre for International Development (ESTDEV) have signed a contract to strengthen the cyber resilience of Ukraine under the Tallinn Mechanism. Norway will provide funding of €2,2 million to implement activities through 2026.
“Strengthening Ukraine’s cyber resilience is essential to ensuring that core public services continue to function, even under the pressure of war. Together with Estonia and the Ukrainian authorities, Norway is helping to protect critical digital systems. This cooperation shows Norway’s commitment to strong civilian institutions and to working closely with international partners through the Tallinn Mechanism.

The new cooperation between Norad, ESTDEV and Ukraine helps to ensure the cybersecurity and resilience of Ukraine’s digital infrastructure. Norad provides funding, while ESTDEV is responsible for the implementation together with Ukrainian institutions. The funding will contribute to achieving the objectives of the Tallinn Mechanism by improving the cyber resilience of Ukraine's critical infrastructure.

The Tallinn Mechanism was launched in 2023 as an international response to escalating cyber threats and russia’s ongoing aggression in cyberspace. Its core objective is to strengthen Ukraine’s cyber resilience by ensuring effective coordination of international support in the cybersecurity.
Within the framework of the Tallinn Mechanism, dozens of initiatives were implemented - from cybersecurity assessments of critical infrastructure to capacity-building programmes and training projects.
Norway officially joined the Tallinn Mechanism in July 2025. Current member states of the Tallinn Mechanism include Canada, Denmark, Estonia, Finland, France, Germany, Italy, the Netherlands, Norway, Poland, Sweden, the United Kingdom, and the United States. The European Union, NATO, and the World Bank participate as official observers.
Activities in Ukraine are supported by the Tallinn Mechanism Project Office (TMPO), based in Kyiv. Established at the initiative of the Ministry of Digital Transformation of Ukraine, TMPO works closely with the State Service of Special Communications and Information Protection of Ukraine, the Ministry of Foreign Affairs, the Security Service of Ukraine, and the National Cybersecurity Coordination Centre.
TMPO is currently funded by the UK Foreign, Commonwealth & Development Office, the Ministry of Foreign Affairs and International Cooperation of Italy, and EU CyberNet.
