Olesya Danylchenko, Head of TMPO, joined high-level experts in cyber diplomacy at the 5th EU CyberNet Summer School, held in Italy.
The event, themed "Cyber Diplomacy: From Norms to Actions – Governing Cyberspace in a Fractured World," focused on bridging the gap between international cyber norms and their practical implementation. The Summer School was organized by EU CyberNet in partnership with EU Cyber Direct, the European University Institute, Cyber 4.0, and the European External Action Service.
The three-day program covered the newly established UN Global Permanent Mechanism (GPM), the implementation of international cyber norms, and the EU's approach to cyber diplomacy. Participants also took part in a scenario-based exercise that simulated decision-making during a cyber incident affecting critical infrastructure. The exercise showed that cyber diplomacy is not only about negotiating agreements. It is also about putting them into practice through strong partnerships.
For TMPO, understanding these mechanisms is essential. As the Tallinn Mechanism continues to strengthen Ukraine's cyber resilience, turning political commitments into practical results is becoming increasingly important.

Peer Panel: Impact on the Ground – The discussion explored how different regions implement cyber diplomacy commitments and the challenges they face in practice.
The program also provided valuable insights into the EU's comprehensive approach to cyber diplomacy, including the EU Cyber Diplomacy Toolbox. This was particularly relevant for TMPO, as most Tallinn Mechanism member states are EU countries or close European partners. Understanding the EU's approach helps strengthen cooperation across the Tallinn Mechanism.
