The Tallinn Mechanism is a unique international initiative that helps Ukraine respond to a wide range of cybersecurity challenges. After two and a half years of work, the Tallinn Mechanism has already achieved tangible results. It has also generated valuable experience and lessons on how international cyber assistance projects can be implemented effectively.
On June 4, Olesya Danylchenko, Head of the Tallinn Mechanism Project Office, shared these insights at Forum Cyber 4.0 – one of Italy’s leading cybersecurity conferences. Organized by CYBER 4.0 – the Cybersecurity Competence Center and hosted by Luiss Guido Carli University, the conference brings together policymakers, cybersecurity experts, industry leaders, and international partners to discuss cyber resilience and digital security.
During the session “Cyber Support to Ukraine: International Cooperation and the Tallinn Mechanism”, participants discussed international support initiatives aimed at strengthening Ukraine’s cyber resilience, with a particular focus on the Tallinn Mechanism. The session was moderated by Pietro Trebisonda, International Relations, Cyber 4.0.
Nicolò Costantini from the Ministry of Foreign Affairs and International Cooperation of Italy presented Italy’s experience in implementing projects and activities under the Tallinn Mechanism.

Olesya Danylchenko provided an overview of the progress in project implementation under the Tallinn Mechanism and highlighted key capacity-building initiatives. She also focused on one of the initiative’s important priorities – strengthening cooperation with the private sector. This effort includes the launch and development of the Tallinn Mechanism Platform.
The practical experience of implementing projects within the Tallinn Mechanism framework was shared by representatives of the Italian cybersecurity companies – Alessio Aceti, CEO of HWG Sababa, and Eros Lever, CTO Secure Network at BV Tech Group.
We are grateful to all panel participants for an engaging and productive discussion. Events such as Forum Cyber 4.0 provide an important opportunity to present the Tallinn Mechanism’s activities to international audiences, exchange practical experience, and discuss next steps in strengthening international cooperation in cybersecurity support for Ukraine.
