Olesya Danylchenko, Head of the Tallinn Mechanism Project Office (TMPO), took part in the EU Cyber Diplomacy (EU:CD) Fellowship programme and held a working visit to Brussels. The visit combined institutional briefings, stakeholder exchanges, and structured working sessions with key EU actors.
The EU:CD Fellowship is designed to strengthen a shared understanding of how EU cyber diplomacy and cybersecurity priorities are coordinated across institutions and translated into operational action. Its broader objective is to enhance international cooperation and improve the effectiveness of cyber resilience efforts globally.
During the Brussels visit, participants engaged with representatives of key EU institutions - the Council, Parliament, Commission, EEAS.
They also explored how cyber diplomacy, capacity building, and international partnerships are implemented across the EU system. The agenda also included discussions with public–private stakeholders and a scenario-based hybrid crisis simulation focused on critical infrastructure protection and cross-border coordination.
Olesya Danylchenko used the visit to further raise awareness of the Tallinn Mechanism at the EU level, highlighting its role in coordinating international support to Ukraine’s civilian cyber resilience. She held a series of bilateral meetings with institutional and stakeholder representatives to discuss potential areas of cooperation, exchange perspectives on priority needs, and explore opportunities for further engagement.
For TMPO, participation in the Fellowship provided an important opportunity to deepen alignment with EU cyber policy developments and strengthen cooperation with European partners. Such engagement directly contributes to advancing Ukraine’s national cyber resilience by supporting closer integration into the European cybersecurity ecosystem and promoting practical, sustainable cooperation mechanisms.
A dedicated visit was held to the European Cyber Security Organisation (ECSO), a key public–private entity in the EU cybersecurity that connects EU institutions, national authorities, and industry actors. Cooperation of TMPO with ECSO is coordinated in close collaboration with the European External Action Service (EEAS), an official observer of the Tallinn Mechanism. A series of joint events - both online and in person - is already being planned. These activities aim to strengthen practical cooperation and broaden engagement with European cybersecurity stakeholders.
The EU:CD Fellowship serves as a valuable platform for connecting regional expertise with EU policymaking processes. TMPO’s participation underscored the Tallinn Mechanism’s commitment to strengthening international cyber cooperation and supporting Ukraine’s long-term digital resilience through structured partnership with the European Union and its stakeholders.
