On February 4, the TMPO team, together with the Ministry of Digital Transformation of Ukraine, welcomed the Swedish delegation at the CDTO Campus in Kyiv to discuss the progress and next steps of cooperation under the Tallinn Mechanism.
The meeting brought together Ukrainian and Swedish partners, including Jakob Ström, Deputy Director at the Swedish Ministry for Foreign Affairs (Department for Security Policy) and Foreign Policy Coordinator for preparedness and response to hybrid threats, as well as Filippa Arvas Olsson, Senior Adviser at the Swedish Ministry of Defence (Department for Cyber and Hybrid Affairs), responsible for hybrid affairs. The Ukrainian side was represented by Kateryna Romanenko, Director for International Cooperation at the Ministry of Digital Transformation of Ukraine, and Olesya Danylchenko, Head of the Tallinn Mechanism Project Office.
During the meeting, participants reviewed ongoing cooperation within the Tallinn Mechanism and discussed future priorities. The TMPO team also presented the recently launched Tallinn Mechanism Platform, highlighting its role as a web resource designed to help potential partners and a wider audience better understand the Tallinn Mechanism and engage with its activities. The platform is expected to strengthen cooperation with the private sector, support cybersecurity business networking, and foster international public-private partnerships.
The Swedish partners emphasized that the Tallinn Mechanism is a unique example of coordinated international assistance. By bringing together governments, implementing partners, and Ukrainian recipients around shared priorities, it demonstrates how targeted cooperation can deliver real impact. This model can serve as a reference for other international initiatives across different regions and sectors, not only in cybersecurity.
The discussion also covered the current status of four Tallinn Mechanism projects funded by Sida and implemented by ESTDEV. Through these projects, Sweden has contributed to strengthening the cyber resilience of the Secretariat of the Cabinet of Ministers of Ukraine, the National Health Service of Ukraine, the Ministry for Veterans Affairs of Ukraine, and the Ministry of Economy of Ukraine.
Sweden remains a strong supporter of Ukraine’s digital transformation and innovation efforts. Within the framework of the Tallinn Mechanism, Sida has allocated SEK 135 million (approximately €12.2 million) to enhance Ukraine’s cybersecurity capabilities.
