This Cookie Policy explains how the Tallinn Mechanism Project Office ("TMPO", "we", "us") uses cookies and similar technologies on the Tallinn Mechanism Platform (the "Platform"). It also describes what cookies we use, why we use them, and how you can manage your cookie preferences.
This Policy should be read together with our Privacy Policy.
If you do not agree with the use of cookies as described below, you may adjust your preferences through the cookie banner or your browser settings.
1. What Are Cookies?
Cookies are small text files stored on your device when you visit a website. They help websites function properly, remember user settings, enhance security, and collect aggregated analytics data to understand how visitors use the Platform.
Cookies may be:
-
first-party cookies (set directly by the Platform), or
-
third-party cookies (set by external services that the Platform integrates).
Some cookies are essential for the proper operation of the Platform. Others require your explicit consent.
2. Cookies We Use
The Platform uses only the minimum number of cookies required for secure functionality and aggregated analytics.
We rely on the following cookie categories:
2.1 Strictly Necessary Cookies
These cookies are required for the Platform to function securely and correctly. They may include:
-
session cookies for secure login,
-
technical cookies required for the cookie banner to store your choices.
These cookies do not require consent and cannot be disabled through the banner.
2.2 Analytics Cookies (Loaded Only After Consent)
We use Google Analytics 4 (GA4) to understand how visitors use the Platform and to improve performance, accessibility, and reliability.
Analytics cookies:
-
are not loaded until you give explicit consent,
-
collect information in aggregated or pseudonymised form,
-
use IP anonymisation,
-
are used solely for performance and usage analysis.
No personalized tracking, marketing, or advertising cookies are used on the Platform.
3. Google Analytics Cookies
If you consent to analytics, GA4 may set the following cookies:
|

All GA4 settings are configured with:
-
IP anonymisation enabled,
-
no advertising features,
-
no cross-site tracking,
-
no demographic or marketing data collection.
If consent is not provided, Google Analytics is not loaded at all, and no analytics cookies are created.
4. How We Obtain Consent
When you visit the Platform for the first time, a cookie banner appears. It allows you to:
-
accept all cookies,
-
reject all non-essential cookies,
-
customize preferences.
Your selection is stored in a strictly necessary cookie.
You may change your cookie preferences at any time using the "Manage Cookie Settings" link in the footer.
Analytics cookies load only after active consent.
If you reject analytics, the Platform will operate normally without GA4.
5. How Long Cookies Are Stored
-
Session cookies: removed automatically when you close your browser.
-
Persistent cookies: remain until they expire or until you delete them manually.
Analytics cookies follow Google's default retention period unless you delete them earlier through browser settings.
6. Managing Cookies in Your Browser
You can control or delete cookies directly from your browser settings.
Most browsers allow you to:
-
block cookies entirely,
-
delete existing cookies,
-
block third-party cookies,
-
receive alerts before new cookies are set.
Blocking strictly necessary cookies may affect the Platform’s functionality.
7. Third-Party Cookies
We do not use marketing, advertising, or profiling cookies.
The only third-party service that uses cookies (after consent) is Google Analytics.
Google may process aggregated analytics data on servers located within or outside the EU, using Standard Contractual Clauses and other safeguards compliant with GDPR.
