The eighth working meeting of partner countries under the Tallinn Mechanism took place in Paris on 30–31 October. During the event, joint achievements were summarised: by the end of 2025, € 60.9 million will have been attracted to strengthen Ukraine’s cyber defence.

The total assistance under the initiative already amounts to over € 200 million. In addition, during the meeting, the Ternopil Regional Military Administration signed an agreement with the Ministry of Foreign Affairs and International Cooperation of Italy on financing a project to upgrade network and server equipment under the Tallinn Mechanism.
The Tallinn Mechanism was established in December 2023 to coordinate international support for Ukraine’s national cybersecurity and cyber resilience. It unites 13 countries: the United Kingdom, Denmark, Estonia, Italy, Canada, the Netherlands, Germany, Poland, the United States, France, Sweden, Norway, and Finland. The last two countries joined the initiative in 2025, as did the World Bank, which became an official observer.
The Tallinn Mechanism Project Office (TMPO) coordinates the implementation of activities and promotes enhanced cooperation between Ukrainian institutions and international partners. TMPO was established with the assistance of the Estonian Centre for International Development (ESTDEV) and EU CyberNet. The initiator is the Ministry of Digital Transformation of Ukraine. The office cooperates with the State Service for Special Communications and Information Protection of Ukraine, the Ministry of Foreign Affairs of Ukraine, the Security Service of Ukraine, and the National Cybersecurity Coordination Centre.
