A Ukrainian delegation, including representatives of the Ministry of Digital Transformation, State Enterprise “Diia,” and the Tallinn Mechanism Project Office (TMPO), took part in the InCYBER Forum in Lille, France.
The participation was made possible through cooperation with Expertise France under the “Cybersecurity Capacity Building for Ukraine” (CCBU) initiative. The program is funded by the French Ministry for Europe and Foreign Affairs and is part of the Tallinn Mechanism.
The InCYBER Forum is one of the largest cybersecurity events in Europe. It brought together more than 20,000 participants and 700 partners from 103 countries.
The event provided a platform to exchange experience and explore the latest cybersecurity trends. The Ukrainian delegation joined several roundtables and bilateral meetings.
In particular, Olesya Danylchenko, Head of TMPO, spoke at two panel discussions.
The first panel brought together representatives from Moldova, France, Ukraine, and Sweden. The discussion focused on strengthening strategic cooperation to better manage cyber vulnerabilities and improve resilience. Participants highlighted the Tallinn Mechanism as a strong example of effective international cooperation. Notably, France has included cooperation with Ukraine under the Tallinn Mechanism in its national cybersecurity strategy.
The second panel focused on practical steps governments take to address cybersecurity challenges. It was moderated by Bénédicte Borel, Deputy Director of the Peace, Stability and Security Department at Expertise France.
Alongside Ukraine, speakers from Kenya, Canada, Kazakhstan, Thailand, and the East African Community shared their experience. The discussion opened with remarks by Camille Lalevée, Cybersecurity Policy Officer at the European Commission. Participants discussed national approaches to digital sovereignty, cyber resilience, and the management of critical vulnerabilities.

Through the CCBU project, Expertise France delivers a range of training programmes. These programmes are designed to build practical and managerial skills that participants can immediately apply within their organisations. A strong focus is placed on developing capabilities in incident response, digital forensics, and the protection of critical infrastructure. Expertise France also systematically supports the professional development of SOC specialists and contributes to building a stronger SOC ecosystem in Ukraine.
