The Netherlands is expanding its support for Ukraine’s cybersecurity and strengthening international public-private cooperation in the cyber domain. The Netherlands Cybersecurity Coordination Centre (NCC-NL) has launched the grant programme (NL-UA CF) with a total budget of €2.5 million. The funding is provided by the Government of the Netherlands within the framework of the Tallinn Mechanism.
This grant programme will continue the cooperation between NCC-NL and the National Cybersecurity Coordination Center (NCSCC) at the Office of the National Security and Defense Council of Ukraine. The initiative was announced during the Kyiv International Resilience Forum, where the Tallinn Mechanism participated as a Global Resilience Partner.
Building stronger cyber ecosystems
The NL-UA CF grant program aims to support cooperation between the Ukrainian and Dutch cybersecurity ecosystems. It’s a logical continuation of the assistance for Ukraine previously announced by the Netherlands. Last year, the Netherlands allocated €10 million to support Ukraine’s digital sovereignty and cyber defence. The funds are channelled through the United Kingdom’s Ukraine Cyber Programme (UCP).
This support helps:
- develop the cyber infrastructure of government agencies
- procure software and hardware for public institutions and critical infrastructure
- investigate cyber threats and mitigate the consequences of cyberattacks
Part of this funding is also used to implement projects for Ukrainian government institutions within the Tallinn Mechanism.
The growing cooperation with the Netherlands demonstrates how the Tallinn Mechanism combines immediate assistance with long-term capacity building to strengthen the resilience of Ukraine’s digital ecosystem. Joint Ukrainian-Dutch initiatives illustrate the implementation of the mid-term line of effort outlined in the Tallinn Mechanism Mission Statement, including:
- developing sustainable cybersecurity solutions
- strengthening Ukraine’s cybersecurity workforce and expertise
- enhancing cooperation between the public and private sectors.
How the grant programme will work
The grant programme is designed for Ukrainian and Dutch companies that develop innovative cybersecurity products or services.
To apply, companies must form a consortium with at least one Dutch and one Ukrainian partner and work together on a joint project.
Key conditions of the grant:
- Funding: up to €250,000 per project (100% grant funding)
- Duration: up to 6 months
Projects must address one of four priority domains:
- Solutions that improve Security Operations Centre-as-a-Service (SOC-as-a-Service) or Managed Security Services, including tools for faster onboarding and deployment.
- Cloud security solutions that help Ukraine diversify its cloud storage and cloud service providers.
- Solutions that strengthen Identity and Access Management and email protection to ensure data integrity.
- Tools and approaches that improve forensic investigation and incident response, such as crisis simulation exercises or investigation tools.

NCC-NL will host two online information sessions on 23 and 26 March 2026. Participants will learn more about the grant conditions, eligibility criteria, scoring process, and application procedure.
