Who we are

The Tallinn Mechanism is an international initiative launched in 2023 to coordinate and systematize cybersecurity assistance to Ukraine. It brings together member states, international organizations, and Ukrainian institutions to strengthen Ukraine’s cybersecurity, and build civilian cyber capacity through coordination of international support. Guided by the principle “Nothing about Ukraine without Ukraine,” all assistance is developed in close collaboration with Ukrainian governmental counterparts. This ensures that aid is both relevant and effective, addressing immediate vulnerabilities while building the foundation for long-term resilience.

The Tallinn Mechanism Project Office (TMPO) was established in Kyiv to strengthen transparency, coordination, and the effectiveness of international support for Ukraine’s cyber resilience. TMPO works in close cooperation with the TM Front Office (Estonia), focusing on transparency, accountability, and efficient project implementation.
