The Estonian Centre for International Development (ESTDEV) has launched an international public procurement for cybersecurity and e-governance projects. Some of the projects covered by this procurement will be implemented in Ukraine under the Tallinn Mechanism, including the CURE project funded by the Swedish International Development Cooperation Agency (Sida).
The procurement is divided into four parts, with a total estimated value of up to €53 million over four years. Companies can submit bids for one or more parts:
Part 1: Software analysis and ICT consultancy (up to €3 million)
Part 2: Software development and prototyping (up to €15 million)
Part 3: ICT and cybersecurity infrastructure components, installation and configuration (up to €30 million)
Part 4: Laptops (up to €5 million)
The deadline for submitting bids is 10 December 2026 at 12:00 PM (Eastern European Time).
More information about the procurement is available here.
To help interested companies learn more about the procurement and ask questions, ESTDEV will hold an online information session on 10 November 2026 at 3:00 PM (Eastern European Time). Companies can join the session via Microsoft Teams.
ESTDEV is an implementing partner for projects under the Tallinn Mechanism funded by Sida and the Norwegian Agency for Development Cooperation (Norad). These projects support the cybersecurity of Ukrainian government institutions, including the Secretariat of the Cabinet of Ministers of Ukraine, the Ministry of Economy, the Ministry of Veterans Affairs, the National Health Service of Ukraine, and the State Migration Service.
Sweden has allocated almost €12.2 million to strengthen the cyber resilience of Ukrainian government institutions and critical infrastructure under the Tallinn Mechanism. Norway is contributing €2.2 million to support activities under the initiative.
